Greddy flange for HKS BOV, no it won't work.

You have to get one with a flange for the HKS BOV or with a 1G BOV flange. www.dejonpowerhouse.com sells an adapter where you can install a HKS BOV on a 1G flange.

I installed an ebay chrome intake today and i discovered the previous owners had capped off the recirculation tube on the intake. It has the hks ssv style bov on the upper intercooler piping. Does this mean this a venting setup? I've searched that and even more confused. Thanks to everyone for helping out.

If there is no tube running from the bov to the intake, it will be venting to the atmosphere. You don't want this unless you have the GM maft. This allows you to vent the bov to the atmosphere because it reads air flow after the bov. If it is a stock intake air flow sensor, the bov needs to be recirculated because the ecu takes into account the air being recirculated. Hope this answers your question.

And if the HKS SSQV doesn't have a short metal tube sticking out of it, you need to get a recirculation kit for it inorder to connect a hose on it.
