pop ups wont go down, help please

they are stuck up, i have checked they relay, it is working, put power to the motors and they are working, driverside motor is a little slower than pass side, switch on the dash is working, any ideas?

Can you push them down by hand?

i can put them down by turning the knob on the top of the motor.

This is a problem with the linkage that raises and lowers the headlight.

linkage is free and not the problem, it's not getting power to go down, im thinking its the passing control relay.
