1. when going out of work we have an area that is at about a 35 degree angle when going out of work at like 5-10mph , If I hit that spot I hear a very vey loud bang like my strut is hitting the car or something , it rides semi bouncy and I have a TON of bump steer , does this sound like a blown strut? never had a strut go bad on me so figive me for ignorance.

2. heres the real problem

does anyone else with a 91 GSX , RS , or TSI have to wait 10-15 before driving the car nomatter what?

even in warm temps my car will not settle the idle till its at full operating temp , then it wont miss a beat. but before that lets say I start my car and get in and go. car will idle at 2000 I roll out of my driveway let the clutch out , let it sit in neutral for about 3-4 seconds then it will ONLY come down to 1200 if I let the clutch out , clutch stays in the idle stays high. then I keep going to the next stop sign and I gotta wait an extra 3-4 seconds in neutral with the clutch out to get back to normal. wtf this doesnt sound like normal idle surge.....
 
The idle problem definately sounds like a bad IAC. Those things seem to cause a lot of problems. As for the other part of you problems. Also check your sway bar end links. If they are loose or really worn they can make that kind of noise.
 
Why dont you just get a free inspection at a place? The idle thing sounds like it could be an IAC. I have whacky idle when it is cold outside as well. Seems like it will be erractic even if the car is warm.
