Rotor Weights??? Are these for balancing?

I ordered a pair of front rotors for my dd Talon. When I unpacked one of the rotors I noticed these 2 clips/weights next to each other that snap over the veins. Are these balancing weights or something that should have been removed?

Your assumption is correct, they are weights for balancing. Many manufacturers don't include them.

I wonder why some have them and some don't.

I purchased these and pads because there was a wholesaler closeout on them. Pads were super cheap. $13 for Axxis MetalMasters which I hear are a decent pad. Rotors were $20 each so I thought I'd try them. Hopefully they don't warp, I've never had much luck with the stock size brakes.
