Driving with a rubber band

Hello everyone
I have a 1990 ply laser rs turbo fwd. Free mods.
Torque steer like mad and noWOT in first or 2nd or I get lots of wheel spin. The steering also feels like there is a rubber band holding it all together. All stock right now but would like to have 17" wheels and some stickier tires.

Where do I start? Coilovers? Sway bars? Strut bar?

Good value stuff?

Start with shocks and springs. Your shocks are probably blown.
