Is this my clutch slipping?

I've been a car guy for a while, but this is baffling me.

When at WOT, my rpms go up to like 7k, but then will back off to 5k, and then back up to 7k, and I'll shift.

It's the same sensation when the car is losing traction, but sometimes it does this when I'm in like 2nd gear going ~40mph and I doubt traction is an issue.

Clutch slipping at high rpm or what?

the first time the rpm's go up to 7, is the car not accelerating?

you might wanna avoid WOT driving for a while, until you get a new clutch... cuz it'll just get worse, eventually it'll start slipping at a lower and lower rpm....

ugh...this is asked 5000000000000000000000000000000 times to see if your clutch is slipping go 25mph in FOURTH gear and push the clutch in...rev it to 3500 and let go...if it stalls out, its good, if the RPMs go up, its slipping=time for new one.
