stilletto wants YOUR opinions!
Picking up a bad, shot rod bearing, 7 Bolt Short Block this weekend, looking to see what you guys think I should do based on my overall goals.
Current engine is fine, but I want to start building a spare.
Looking for 250-350whp, probably on the lower side, to daily drive.
Was considering the Forged Manley Rotating Asm, but it's probably overkill.
Throw some part lists at me, let's do this!

For <350whp you can just do a stock rebuild. No need for forged internals at that power level.

As long as the bores aren't scored and are straight, find yourself some Evo VIII or IX rods and pistons either new or in good used condition. Drop them in your 7-bolt and enjoy 8.8:1 pistons with rods that are proven to 600+whp for less than the cost of aftermarket pistons alone.

Doesn't DSM Graveyard offer a Evo Rod and Piston Setup for a decent price? Just drop right in place?

There is no need to upgrade internals at those levels. Build it with stock internals, stock head, and 14b/16g.

Cylinder walls were recently honed. Everything should be fine, biggest worry is the crank. Kid said he pulled it when it started knocking.

have the crank checked by a machine shop. If it is bad in any way, toss it and get another one.

The stroker block seems like an alright deal as long as there is no damage to the cylinder wall from the piston problem they had.
Other than that, a stock rebuild would be great for your goal as others have recommended.
