Well I know its some sort of oil passage but what goes in here, it is threaded and what is the thread pattern?

That looks like the back side of the BS/oil squirter galley, I'm considering tapping/welding the opposite side of the block because I'm eliminating the BS/squirters on my block.
 
I just got on CAPS and that would be a 3/8 Tapered Cylinder Block Plug and its part # MD040338. Good luck with the build and I hope that is helpful.
 
That looks like the hole where you stick a screw driver or something in to check and make sure that the lower balance shaft is where it needs to be when you are timing it. I think its a short 14mm bolt that plugs it. I used a little blue loctite paste on mine to help it prevent from leaking oil...
