6 bolt crank in a 7 bolt engine.

I am selling my 97 auto and planning on buying a 96 GS-T 5 speed with a blown engine (engine was ran without any oil). A company down here called notorious said they could take the lower end of the 6 bolt and swap it in to a 7 bolt motor for 1500 in labor. Has anyone heard/done this. They said all i really need is the bottom end. Also, they said they can tig weld a 2nd gen J pipe to fit on a 14b, is this possible too?

Yes.

However, they're not putting a 6-bolt crank in a 7-bolt block, they're using a complete 6-bolt block and bolting the 7-bolt head onto it.
