turbo only making 6-8psi

i blew a lower i/c pipe off the other day and since then my turbo is only making 6-8psi now. i was running at 17 at the time. so anyone have any ideas to what is the problem. there doesn't seem to be any leaks but i just can't figure it out. its really starting to annoy me so please help. thanks
