I was wondering if a High flow cat with a 3" dp and a 3" cat-back would pass inspection? Also are breather filters illeagal, adn what about non-recirculating bov's?
 
the 3" depends on what state ur in, each one is different, in va i think it would probally pass as long as ur cat is still good and doing its job properly
yes, breathers are extremely illeagle, if u go for inspection or emmisions and they see a breather on ur valve cover venting crankcase fumes to atmosphere ur car will fail
as for atosphere dump BOVs, i dont think there is anything wrong with having them, breathers are illegal because they vent hazardous fumes that harm the air, all ur bov releases is clean air that was about to go into ur throtle body, but if u go for emmisions/inspection with an external wastegate vented to atmosphere u can expect to fail
 
As long as there appears to be a cat there they can't really say anything. Breathers are definately illegal if noticed. The only way they can get you on the non-recirc BOV is if you have to pass an emissions test that involves putting the motor under stress (not just idle and 2500 rms constant runs) and you don't have the tuning capability to not run rich when the BOV lets go.
