Turbo to Exhaust Housing Alignment and Should this Spin? Pics

On my 14b where the turbo exhaust fins are there is a ring underneith (pointed out in picture). Should this ring be able to spin all the way around in a circle and keep going either way?

One more question...

When I am joining the turbo and exhaust turbo housing back together using the C style clamp, is there anyway to tell exactually when they are aligned up correct (the two parts of the turbo)? Like marks or something that I maybe missed? I had it marked with whiteout before I pulled the two halfs apart but it got washed awayOMG Or is this just one of the things that I will have to figure out when I put everthing back into the car? Where should the bolt on the C-Ring be positioned? Was it on the back side closer to the head?

Ok I figured out the alignment part. All I did was put on the wastegate actuator arm from the turbo to align it. Duh LOL. But I still need to know about the other question. Thanks!!
 
That is the heat shield. And yes, it is supposed to spin around like that.
 
Oh, as far as the alignment goes... I think there is a very small pin that locates the 2 parts. I remember seeing a pin on mine.
 
There should be a small pin nole and pin that will help you line up the compressor housing with the exhaust housing.
 
do you mean like a hole with a pin that goes through it to prevent the two halfs from turning? If so, mine doesn't have that. I'll look again tonight after work though. Thanks again!
 
Yeah there is a small hole in the compressor housing and a small pin in the exhaust housing that mate up to keep stuff aligned.
 
The posts that referance a pin to align the exhaust scroll with the center cartrage are correct. check for a small pin and install accordingly the heat shield is held in place with the exhaust scroll.
