Venting to the atmosphere will lead the car to run badly, so best not to.

ya, it lets out air that the ecu has read is there and when you get rid of it then the engine floods.

Power definitely favors the dump, but it is illegal and loud as hell. I wouldn't run a dump on a street car. I know there are plenty of people that do, but I wouldn't. In CA, the cops would give you a hard time. I would think they would give you hell in Long Island too. Again, I wouldn't recommend it on a street car.
