1990 Throttle Body Shaft Seal Question???

I have a question regarding the Throttle body shaft seal replacement. I followed this article1990 Throttle Body Seal replacement during the process. I pulled it off and got things apart. The old seals where trashed and it needed a lot of cleaning. After making things nice and clean I lubed and inserted the new seals. The smaller seal was inserted so that the solid side faced outwards (side with a slit faced in toward the throttle plate) on the TPS side. The same was done to the larger seal on the spring side. I then lubed the shaft and slid it through. Here is where the problem comes in. I placed the metal washer back over the shaft and attempted to reinstall the E-clip Every time I try to push the rod up far enough to install the E-clip the smaller seal pops out. Am I just suppose to install the E-clip and metal washer, then push on the shaft to press the seal in?????? Also in the article it says in this order on the TPS side TPS, Rubber Seal, plastic washer, e-clip, then metal washer. When I took mine apart it was TPS, rubber seal, e-clip, plastic washer, metal washer. Thanks for all of your help and input. Any help on installing the e-clip and small seal as well as the order of these parts will be greatly appreciated. Oh by the way I bent the hell out of the old E-clip so I will pick one up tomorrow.

Although no advice came through and throttlebodies.com did not reply, I reassembled the TPS side Small shaft seal, Metal washer, E-clip, plastic washer, TPS seal, then the TPS.

I had to push the shaft all the way through to get enough clearance to install the metal washer and E-clip. Then a gently pressed the seal into place using the shaft. Everything else is simple and I peened my screws for good measure.

By the way I BLT this thing to find more leaks but none from the Throttle Body
