New lifters, cams, and turbo - break in?

all the bearing surfaces of turbos function around a thin "pad" of oil. So, since there is no metal on matal contact then there is no break in other than insuring that the center housing has filled w/ oil before the engine is running. I do this pulling the MPI fuse. Then turning the ignition to start. This should get the oil pump moving enough to lube up the bearing surfaces of everything you've mentioned.

Pour your choice of engine oil over the valve train after you've installed the head before replacign the valve cover. We have roller rockers so theres not more than a few minutes of "break in".
 
If the cams are re-grinds, they may suggest a ten-minute break-in with a 2500 RPM idle. Ask the manufacturer.
The turbo and lifters have nothing to break in. It may take the lifters a couple of hundred miles to finally get quiet. Be sure to bleed them before installing.
