Cant get the car to go any faster.

I have tried and tried and tired to figure out what my problem is but I cant figure it out. My engine will only spool the turbo to between 26-30psi (cant get it to stay constent). All of the mods/upgrades are listed in my profile.

I have my wastegate welded shut so its not opening and have everything hook up right and the cars running at 11.0:1 A/F (Wideband). Pretty much im trying to figure out if I should do a cam upgrade (272/272) or a 75mm TB and Intake Manifold upgrade to get it to stay more stable. (Oh yeah the car is running on 111 octane with 0 Knock so no problems there).
 
There's no exhaust gas bypassing the turbine at all and you can't get over 30 psi? There's probably something wrong with the turbo, or you have a big restriction in the exhaust system.
 
I have no exhaust or boost leaks anywhere and no CAT everything is almost brand new (ported exhaust manifold, 3in exhaust w/o cat, and the turbo is only 3 months old) the only thing that is still stock in the exhaust line is the O2 Housing and the only thing left stock on the Intake side is the Intake manifold. Thats why I was wondering if the Cams or the Manifold should be upgraded. I dont think that the O2 housing would cause that much of a problem but let me know what you think, that might be my problem that it is still the stock one but I dont know the max flow rate on it so thats why I never changed it since I didnt think it would be that big of a problem.

The car is running 23 degrees of timing advance under boost.
 
Can you post a Dsmlink datalog? Do you have a map sensor for logging? You should be able to get a little more out of that turbo. You might want to get a bigger fuel pump before you do that though.
