high flow cat or downpipe?

I plan on getting the full exhaust system from the turbo back, but i don't have the money to do it all at once. I already have a Greddy EVO catback, would it be best to get a high flow downpipe or a high flow cat next? i know that they make downpipes that replace the cat, but i imagine that that would make the exhaust really loud, the cops around here bug the crap out of you if your exhaust is loud, so i don't think i'll be considering that option. To sum it up, will a 3 to 3 1/2" cat or a 3" downpipe produce more power?
 
a DP with no cat wll make more power. I bet a 2.5" catless DP would make more than a 3" high flow and such...
 
i'm going w/out a cat, people around here don't mod their cars that much anyway. besides, volume isn't a factor with all the friggin' loud trucks. not only that, but the s2000? have you heard how loud that thing is? jeez...:D
 
i would say the cat would give you the better gain...its arguably the worst restriction in the whole exhaust (inlcluding the stock muffler).
