need help asap!! downpipe/race pipe

alright...ebay is lovely! i got a thermal r&d exhaust extreme tech. 3" down pipe and it also has a 3" high flow cat from extreme motorsports all for about $480, $520 shipped. BUT there is an option to switch the cat for a race pipe...which one would you take? pipe or cat? i heard that brand or 3" cat is good, and also i live in NJ we have emissions tests and i believe the race pipe will make me fail, but im sure i could get around that. im not sure if there would be any DRASTIC diff in hp gains but if anyone knows if it is then fill me in please. so what would you guys do in this situation? thanx guys!

Get the high flow cat., so you can pass emissions. You can always get a test pipe later, or have one made for cheap.
