surging problem at low boost!!!!!!!

i recently installed a manual boost contorl, hooked up to the wastegate and ect, making 14 psi instead of the 10psi before.... i thnk that the turbo is surging cause when i am just cruising and build about -3 to +4 psi and let off of the throttle, the BOV flutters in an inconsistant pattern for about a second or 2, the cool fluttering sound it makes when you cruse up a big hill and gradualy let off the throttle when at higher boost levels..... it doesn't do it under full bosst from what i can hear, the damn car is sooo loud....also WOT i have to have it floored or else the turbo xs rfl BOV will flutter making me think that i need more washers inside of it to increase the spring tension... before i had the boost limited to what the wastegate would allow, so not boost controller, the BOV would relase pressure in one loud woooosh sound...... does anyone know what i can do to fix this problem, or if that means it is surging, any help possible would be appreciated :talon: :cry:
 
Also are you dumping the the atmosphere?? sounds like you are. Without computer support thats a no-no.
 
Kotty, try reading car profiles before you answer... Anyways, my RFL does the same crap the damn thing was leaking with anything but 7 washers packed in it... It flutters but I'd rather do that than have it leak and cost me $200 in a race..
