I received my baby a few days ago but here is the ordeal..

When I try to rotate a wheel it has a distinct spot where it takes noticeably more force to pass through it. Did you notice something like that on yours? Everybody played with it bofore install I presume :)
The amount of force needed to rotate it through that spot varies with the position of the assembly. When it is in "mormal" (the same as it would be on a car) it seems the easiest to rotate but if I put it vertical (on either inlet or turbine outlet) that spot becomes more distinct.
I squirted some oil into the feed hole and it seems it became better but I can still feel the spot. Should I return it? I 've been waiting for it for a while and reluctant to do so. Thanks.
 
The turbine wheel is off centered I believe, try to visually inspect the exhaust wheel through the outlet. Loosen the turbine housing bolts and center it and retighten the bolts.
 
I 'll try that. The shop that I ordered it at clocked the compressor housing to be situated the way I need. That may be the reason why it's off if it is. At least that gives hope that the problem is not in the center section which would be more involved.
