retorque arp headstuds..cams need to come out?

ok stupid question here but i never pay attention when im doing anything and i cant remember if you can get to the head stud bolts without taking the cams out or not?..

i know i could go pull the VC but i just wanted a quick answer to figure out how much time i should alot..thanx
