assuming the correct tuning you should be able to wind the 14b out. That said i would keep it at 21 or lower and pay really close attention to my EGTs and AFR.
 
You can run 24 pounds easily... except it might drop down in the higher gears.
 
youre asking the wrong question.

just keep upping the psi until you get too many knock counts.
 
when running a lot of boost, it is possible for the cylinder head to lift off of the block, I doubt it would in this case.

If you're scared, then get ARP headstuds.
 
That might be true on other vehicles, but I have never seen it. And I have seen 30psi on the stock bolts.
