92-93 a/t stuck in 3rd!!

hello, I am trying to fix my friends 1g A/T tranny for him. It is stuck in third gear and will not shift out of it. I replaced the tranny control unit as well as the transmission and its still stuck in 3rd gear im out of ideas here anyone have any ideas. Im not sure what the shift control silonoids are but ware are they located could these be bad?

Check the main fuse panel in the car on the drivers side...Look for the 10amp fuse labeled
(4A/T)
(BOITE AUTO)
If its blown, you will be in limp mode....
