ok so lemme get this straight...

the only part of the ground effects hat were the same on the 95-96 gsx's and the 97-99 gsx's were the sideskirts?

i know the front and rear bumpers are different but are the side kirts different as well?

yea the sideskirts were different too. The sides on the 95-96 werent straight like the 2G-B. hope that helps
