Where can I find a 1990 eclipse gsx bumper brand new?

Try the dealer. Can't get any better than that. Here's some part numbers if you want:
Front Bumper - MB631112
Rear Bumper - MB631113
You could just pick up a used oem one. Get it painted. That's my .02

Er.. that '90' bumper is the GS-T or GS bumper for the 1Ga. The second picture is the stock 1Ga GSX bumper, including on the '90. It's kind of 'trimless' with the bulge-bumper, without the black stripe. I've never seen a GSX with the 'trim' version... just GS and GS-Ts.

Trying to find one to replace my cracked-up front bumper as well. Cheapest I've found for just the plastic bumper cover is SureFit down in San Diego, and they want $265 for an un-painted one. Dealer wants $500, also unpainted, and said they were probably going to end up discontinued fairly soon.

Personally, I'm just cruising Pick-a-parts every couple of weeks, and quietly hoping that a white 1Ga GSX comes in with a pristine front end. :b Apparently there was one last month, and they only wanted $30 for the front bumper assembly, but I didn't get down there in time and the car got rotated out of the lot. :(
Really don't want to spring for one of those fugly bodykit bumpers, but may have no choice... would be cheaper than Surefit or the dealer, and some of them are only mildly horrible looking.
