Toronto,
Hi, I was wondering if 17x9 rims with 23mm offset, with 235 40 17 would fit on my car which has a 1.5" drop. I kno the rims will stick out the fenders but is this setup possible to run on my car without rubbing the wheelwell or the fender? What's this "rolling fenders" everyone talks about? Thanks in advance.

If you already know that they will stick out of the fenders, how could they possibly NOT rub? Especially if it's lowered? Your suspension would have to be ultra stiff for the tire to not rub on the fender.

"Rolling" the fenders basically means bending up the lip on the edge of the fender to gain a little more clearance inside the wheel well.

By the way, if you do a search for "rolling fenders" or something along those lines, you'll find some more detailed info. And it would also help if you filled out your vehicle profile.

The only good reason I can think of for running wheels and offset that wide would be if you are racing on some seriously wide tires. 235's are not.
