my bumper keeps comming loose

ughhh.. when i first got my eclipse(first car) it already had a front bumper kit on it. Well when i was first getting used to the lowness i scratched it on the ground a few times, and noticed that the screws holding it were falling out. Well, zip-tie to the rescue i had it back on, snug, and decent looking. Now it seems though, im going through zip-ties every 2 weeks. They just disappear? I need ideas for a more permanent, CHEAP, fix. Serious tips only.
 
don't use lock washers, use nylock nuts (the ones with nylon in the middle) or use a regular nut with threadlock backed up by a nylock.
 
Tie a rope to the bumper and route it through your firewall and under the dash. When you're driving, hold on tight to the rope or tie it to the steering wheel.
