evo3 16g loss of boost? Piping to hot??

So today when I was leaving a car meet I got on it of course hit 23psi pulled hard. Then I went to a gas station to get something to drink, went back to the car left and noticed it felt a little bit laggy. So I got on it again and i hit 10psi at 3500 when i usually see 15 and it stayed there the whole way and didn't feel like it did 10 minutes before. I got home and checked the intercooler piping all couplers are good and solid no leaks, but I noticed that the jpipe was extremely hot, to hot to touch. I have a custom made j-pipe that curls down to the right to connect to the front mount. If the piping is to hot would that effect the boost? Let me know what you guys think? I got some DEI heat wrap I might just wrap the j-pipe and wrap the downpipe while I'm at it. What else should I check to see what my problem could be?

Boost leak test. Just looking at it isn't good enough.

the j-pipe is hot to the touch because the air traveling through it is a few hundred degrees. That's normal. It also doesn't help that the radiator fan is throwing hot air at it too.

I wouldn't use heat wrap on intercooler piping. At the same time the heat wrap is keeping heat from the rad fan and engine bay out, it's also sealing the heat from the compressor charge in.

I just remembered that I was having problems getting overboost from this cheap ebay boost controller 26psi. So I hooked up the j-pipe directly to the wastegate and I was getting 23psi which I think is not what the stock wastegate should be pushing out. So I took it out for a drive this morning and it hit 11psi all the way through, so maybe the wastegate was stuck but it's not stuck anymore? Is 11psi what the wastegate should be pushing out if i hook it straight up to the j-pipe?
