I am looking to get a SCM-5027E turbocharger I would rather not notch my water pipe or anything so please let me know would i have no bent/ notch my waterpipe?

That usually depends on what exhaust mani your running. Alot of the aftermarket cast ones have a slightly thicker head flange which usually allows enough clearance. With a stock mani you may have to make a small dent.

The SBR cast mani & the GT mani have the thicker head flange, which moves the turbo mounting location slightly further away from the block. If you search through some of the other PTE E cover install posts (such as 5031) Im sure there would be info to verify 100% that it should fit without any denting on these aftermarket mani's. Most have to make a small dent with the stock mani but its not a big deal.

On a side note I was sorta curious why you were picking this "odd ball" turbo? It looks like its a 50 trim compressor wheel mated to a slightly smaller turbine wheel? Was wondering what made you pick this turbo?
