This most likely your problem. Even if you don't have leaks, eliminating it will make troubleshooting much more simple. Boost leak test is crucial to turbo car and should be done regularly as new leaks can develop for many different reasons.

There are some simple tests you can do to see if others are in play if boost leak test doesn't yield any results.

1. Test run with actuator nipple open (all out boost), feather the throttle to keep boost at about 16psi. If problem solved, the mbc is the problem. If problem persists, go to 2.

2. Check for any exhaust leak before o2 housing. No leaks? go to 3.

3. Turbo would be the only thing left, check it for shaftplay and that it spins freely.

Remember, 1,2 and 3 only holds true after you're sure there are no leaks so do the boost leak test first. Good luck.
