HKS bov not blowing off

Alright here it goes i personally do not own a dsm however i work on about 6 of them this 1991 GS-T i have that i am working on has a problem with the hks ssqv. However here is the problem when you shift before 6,000 rpm or rather let off the gas so that the bov can do its job the bov will not make a sound or even vent. The boost gauge is stock so cannot tell by that if anything is going on. The thing is getting boost however feels short of what I have known/seen the power being produced by it. Now for the "problems" this car has and the symptoms i've noted
- Idle Surge (currently fixing)
- Downpipe only exhaust (exhaust broke off before cat fixed it but then the fix came apart.)
- SQV bov.... of course (vented with stock MAS no maft involved)
-Slight intercooler leakage
-No turbo timer no after market boost controller
- no crimp in the vacuum line connected bov to throttle body
- battery fell back and crimped line about two weeks ago then the line was fixed but the noise or that there lack of persisted
- all connections above intercooler are tight
- boost is being created because you can REALLY hear the turbo spool up and down
anything that can be determined by all this info. or anything else would be EXTREMELY awesome this car is going to be sold soon and NEEDS to be fixed so that it can be sold in one piece. alright well thats for reading... later

what do you mean by downpipe only exhaust? just ends after the dp?
the vented bov is a problem
IC leaking is a problem that should be fixed right away
just because you hear the turbo doesnt mean its boosting. a boost gauge is what would determine if the car is boosting or not

BOV figured out part of the problem we think we diagnosed it as the inner portion of the vavle is loose so we need to tighten down the bolts and do a "tune up" to the bov type of thing...
boost gauge is installed
and downpipe only exhaust has been fixed from downpipe to cat convertor
