o2 dump tube emissions in PA

anybody from PA, i was wondering if i got an o2 dump tube would my car still pass emissions b/c i will be venting some of the exhaust into the atmosphere. i was thinking yes b/c the emissions test just measures the tailpipe exhaust. well just someone please tell me
 
Emissions in PA also includes a visual inspection of exhaust. That is why someone with cutouts would fail emissions. If o2 dump tube means that you will be dumping exhaust directly out from the o2 housing the inspector will see that and you will fail emissions.
 
If your car is awd they wont ut it on the rollers. Tail pipe emissions will be the same. If its fwd and they hit boost on the rollers ( very unlikely!) it will vent and the tech will fail you on the spot. Not every tech is going to spot that dump , a sharp one will though. You have to remember for the most part our cars look crazy to the average tech( intercoolers turbo lines ect). You are probably better off taking it to a mom and pop shop than a dealer. I would not take it to a eagle/mitsu. dealer they will spot the dump pipe and fail you on the spot.
 
I live in King of Prussia, and any county near Philadelphia county has emissions laws. My cars are registered in Mountour county (the tiny one in the middle of the state on a map) and there aren't any emissions laws there, and they routinely pass my cars even with the emissions violations.
