How did the o-ring look? Any flat spots? Also make sure it is seating properly in the groove when you put the turbo back together. Aslo make sure the snap ring is installed with the correct side up. The beveled side faces the turbine housing. I don't know if installing it the other way could cause this problem but just one other thing to check.
As far as air leaking into the oil passage, that does not
necessarily indicate a problem. It is normal for
some air to leak past during a static pressure test since there is no oil pressure to help seal the oil seals. Have you checked for shaft play, particularly in/out shaft play? Unless air is rushing out into the oil passages I wouldn't be too concerned with that at this point.
