Can't build boost

Just recently had a 6-bolt swap done. Before that my Evo 16g boosted fine, decent spool built boost and all. During the rebuild I ported the wastegate area but other than that everything else is the same. I did leak tests and fixed the ones I had but to no avail still hardly no boost. If I get in it hard I can build about 10 psi at about 5500 rpm's no matter where I put my boost controller at. Wastegate closes and opens properly, doesn't open on its own until 14psi. If I disconnect it from the boost controller it still won't build boost, but do I need to plug the wastegate port for it to spool or does it matter? There's no shaft play in the turbo. The wastegate seems to be slightly crushed in and also I put FP2's in the engine but that shouldn't affect spoolup or boost that bad. Any ideas?
Also I have like 16 HG vacuum at idle and I also here air leaking under the exhaust manifold area but can't pinpoint it . I tightened down all the bolts in that area but how can I pinpoint taht leak, colored smoke bomb maybe?

There is a problem with the way the wastgate flapper is seating or is hanging up. Did you make sure to debur the area where the flapper sits for a flat seal?

while driving boost barely comes up but when it does maybe 10 psi at most. Could I try and wire the wastegate arm shut to see if boost builds any better?

For beginners, unhook your actuator and move flapper lever by hand. See if it moves smoothely or hangs up somewhere. When actuator goes on, make sure it goes on with some tension. If it doesn't, the arm is probably bent a bit. Oh yeah, check the four turbo bolts. They do like to loosen themselves.
