well in my place (philly) cops are ok. i got full 3in exhust, cams, and the car is loud.but its not a side exit one. but my wastegate is routed out of the front bumper..... its not like the way they sell the kits,i made it custom,so my pipe is extended from the bumper like 4 inches, its really loud, passed the cops alot of times.never got pulled over, just they gave me a dirty look and thats it:p i always gettin pulled over when its dark ,and when the cop is near me,because my bucket shoots flames really often.and the fire stays good 15 sec .trying o solve this problem, but cant figure out, what its going on.....

legally the exhaust must exit to the rear of the last door. so on our cars just behind the drivers butt.

a side exit from the bumper wont make too many cops happy around me. mostly because of volume. If you were to put a muffler inline some how then it would be a little better but remember half the time you will be pointing your pipe right at them.

the other thing is its gonna be really obvious that you have no cat and couldn't have passed emissions if the exhaust comes out the bumper.

If your dead set on it do it with a electronic cutout and run some a secondary exhaust out the back. if questioned by the police you can at least say that its either just for looks or you only use it on the track. cops are not dumb though so good luck.
