Timing belt problems

We removed the timing belt on a 1gen 4g63t, and we're still learning about the motor, but here's the problem, we replaced all of the belts tensioners, and pullies, but we haven't tightend the belt on the pullies. We didn't mark the balance shaft position so we are unsure where they go in relation to everything else. The timing arrows on both of the cam sprockets are at 12 oclock and the notch on the crank pulley is past 3 oclock almost to 4 oclock. I have read the FAQ's and am still unsure about what to do, anyone have any ideas on how we can set everything back up?

Ok so hears what we figured, we need to put the timing belt back on as close as we can get it to the way it was with the sprocket marks at 12, and the crank almost at 4, and then turn the crank until the sprocket marks are at 3 and 9 as they should be. Does this sound right? Any one know if they are in the correct position to put the belt bac on and turn? Also once we do reach TDC how do we line the balance shaft marks up?

-Line up all the marks as show at vfaq.com by hand then put the belts on, make sure the pistons are 1/2 way down when you turn the cams, the exhaust cam will spring forward 2-3 teeth, vfaq show you how to solve that problem, you need to re-read that page if you're unclear in one single point, if you do it correctly the marks won't move when you tighten the belt tension, good luck.
 
When one of them is, they all are. Pull the plugs, put equal-length pencils down one and two, and when they match up, bingo. Just don't come UP toward the valves with ANY pistons when you're doing this.
