rapid whistling noise from engine

i have a 96 eclipse RS and everytime i start the engine, it makes this cycling whistling noise...the noise will go away when i go pass 15mph. anyone have any idea what's the problem?

Where is it coming from on the engine ? Have you started it and crawled under the hood. Is it constant or get louder when it revs ? Does it sound like Air moving or gears meshing ?

You have to find out if it's a whistle (air leak) or a squeal (wandering belt, bad harmonic dampener, impending engine death).

Oh, and it's a good idea TO NOT KEEP DRIVING WHILE YOU DON'T KNOW.
