Is my wastegate broken?

Last week i installed an MBC because i was spiking up to 20 psi. After i installed it i was boosting a nice 15-16 psi and the car was running great.

So, yesterday i get in the car and i decide to smash it on the on ramp and i see that it only boosts till 5 psi. I have an external dump on my exhaust so i can tell when the wastegate is fully open from hearing it as well as looking at my boost gauge. I messed with the MBC and nothing changed, still 5psi. So i took the mbc off and ran the bov vacume tap straight to the wastegate actuator and STILL only 5psi full boost, so apparently its not the mbc. Does this mean the wastegate is broken? Are there any other possibilities? What do i do?!? please help!

Did you check that the actuator arm was still attached to the wastegate?
From the sound of your dump when does the wastegate open. All the time, or after you build 5 psi.

You can test the WGA, it should hold vacuum and begin to open when you apply 6-10 psi to it. You shouldn't be able to move the WGA arm by hand due to the spring pressure in the WGA

Yes the wastegate arm is still attatched and the sound of the dump is fully open after it reaches 5psi.
