Need more tension on T-Belt...

I just replaced the timing belt on my 90GSX and it seems like it needs a little more tension. I replaced the hyd tensioner, the tensioner pulley and the idler pulley. The small holes on the tensioner pulley are still to the left of the bolt on the tensioner pulley and I beleive they should be above or slightly to the right. Do I need this special tool from Miller Tools:

...or is there another way to get holes on top of the bolt on the tensioner pulley. Thanks fellas.
 
I just used a prybar to force that tensioner pully up and then tighten the bolt. It may take trial and error to get the right tension, it took me two tries. Basically you want it so when you put on the auto tensioner and release it, the rod should have about 12mm of protrusion.
 
per mitsubishi's instructions, the tensioner should be 3.7-4.5mm out. There's also a good how-to on vfaq.com with pictures and diagrams and everything.
 
Haha, yeah I just noticed that my spec was way off:( , I was on my way to work and must have glanced at the wrong number. I was just thinking that I didn't remember haveing my rod out that far...Oh well good catch.
 
Thanks for the help first off. I looked at my hyd tensioner with a mirror and the rod looks a little too far out. I can slide the pin in the rod hole just above the tensioner body. It is a pain trying to measure how high the rod should be by eyeballing it. I think what I should do is pull the hyd tensioner out and loosen the tensioner pulley bolt. Next I will turn the two holes on the tensioner pulley clockwise until they are on top of the tensioner bolt, then tighten the bolt. As for putting the tensioner back in, I guess I will use a c-clamp to push the rod back in to align the holes. Then I'll install it, and pull the pin allowing it to tension the belt. I tried getting my digital camera in there but there is not enough room. Any, this is what I'll do unless something thinks of something else. The belt has about 1/2"-3/4" of play in both directions when I tug on it by hand. Anyone know what the value should be for the tension on the belt? Thanks again.
