Stock boost guage reads...2psi??!!! wtf!!!

okay so i test drove the talon TS-i AWD 5-speed that im about to buy, but no matter how i handled the car, it only showed a small twitch above the zero mark on the boost guage it comes with, no power, it was all very sluggish, and its pushing out ALOT of exaust.....but someone told me to check the pin that holds the wastegate dump valve, to the arm which is attatched to the part that moves it....this is definately something i need to look at when i get it...hopefully which will be by the end of this week, if not, then next week definately....but if anyone can tell me if this has happened to them, PLEASE DONT TELL ME THE TURBO IS SHOT...hahaha

so those of you dont have to ask later about the car ill just give you what ya need now

its a 1990 talon TS-i
everything is stock from what i can assume, nothing has been messed with, has gone in for its usual maintenence, needs rear pads, they are starting to squeel. the clutch and transmission are rock solid, very hard, and smooth. just no boost hahaha the car has 140,xxx on the clock, so i have no idea...it was owned by a girl, shes the second owner of it, her dad had it before her, shes just used it to take with her to college since shes had it, never smoked in, drivers seat is pretty cracked, but the seat covers nice. haha never in an accident, so all that tells me that the turbo hasnt been replaced, as well as anything else, its been garage kept since shes had it....I CANT WAIT TO GET IT....THEN BRING THE BOOST BACK!!!!!! so please anyone, who might have had this happen, give me your input thanks!!!!!!

Definitely sounds like a boost leak somewhere. Once you get her, run a boost leak test and try to track it down. Beware, you will probably find many leaks due to age. But don't be discouraged, just keep on repairing and you WILL feel the power come back with each fix.
Oh yeah, make sure to accomplish the scheduled maintenance that our cars require, unless you have reciepts showing otherwise.

-Check the waste gate actuator arm like your friend said, it's on the front part of the turbo, do a leak test, info can be found at vfaq.com , if no leak is found, then the waste gate (inside the turbo) might be worn, allowing exhaust gas to by pass the turbine wheel.
