Having Tunning Trouble, could use some help

Until recently I have never let anyone else work on my car (Black 1G). But a friend of mine did some work and I am not really sure where to go next. My car used to run very good for what it had done to it, but since the new turbo it has only ran ok, it barley beets my 3000gt VR4 (which is close to stock). It does not start pulling until 5,500 RPM, and surges like hell sometimes around 6,500, and then kind of takes off again. Here is a list of what I have:

Motor: 6 bolt, Stock rods and pistons (1992), 155 compressions on all 4
Cams: HKS 262/272 Cams
Intake: Stock, Blocked off EGR
Turbo: RS49 (50 Trim) 3” Inlet, 2” Outlet
Intercooler: Stock Side Mount, Large Upper IC Pipes 2 3/8”, Stock Lower IC Pipes
Intake: Hacked 1G MAS, 2 Inch induction pipe going into 3” Turbo Inlet
Fuel: WalBro 255, 660 CC injectors
Electronics: SAFC
Gauges: Boost and Air/Fuel
Exhaust: Ported O2, 3 Inch out the back through high flow cat
Boost Level: 19PSI
Fuel: 91 Chevron

I guess, my question is where to start, and bang for the buck what should I change first. I know he messed with my timing and I am not sure where it should be set with HKS Cams. I am not sure where the biggest bottle neck in the rest of the system is. Fuel, IC, Pipes, Air Induction Setup??? Please help me If you can!!

Get an AFPR then you really need a FMIC. Set the cam timing back to stock (0s) without a dyno of some sort you're not going to get very far playing with cam timing. Check the ignition timing as well. Let me know if you have any specific questions.
