Help! Either I got a broken boost controller or I have some bad creep...?

I just got the car a few weeks ago and the previous owner said it creeps a tad. Well Iv always left it at 15 psi and didnt wanna run the car hard or change the boost till I learned a little more. Well today I took her out and was changing the boost and it made no difference. I could close the valve all the way and I was boosting all the way up to 20 psi before I'd make it stop.... Anyways I'd appreciate any help you guys can give me on the matter.

Heres my performance mods so you can see where I'm at if it will help:
K & N air filter, 1 Gen BOV, AHP 2.5" Turbo back exhaust, AHP Stage 2 FMIC with 2.5" tubing from turbo to TB, Big 16G Turbo - ported, AHP O2 housing - ported, AHP turbo intake pipe, AHP Manual Boost Controler, Apexi Super AFC, Malory Fuel Pressure Regulator, Walbro 255gph fuel pump, AutoMeter instrument cluster bezel, AutoMeter 30 in/HG - 30 psi boost gauge, Nodskog Fuel pressure gauge, Ported Exhaust Manifold, ACT 2100 Clutch
 
Firstly, closing the valve increases the boost on a MBC. The waste gate actuator see's no boost and therefore doesn't open. If you meant you opened it all the way (straight boost to actuator) then follow below.

You more likely than not have a boost leak in the vaccum tee for the MBC, at the MBC itself, or in the vac line from the MBC to waste gate acuator. The waste gate actuator itself may also be the culprit (unlikely). Grab the rod and see if moves the waste gate open.

Better yet pressurize all your vac lines around the MBC and waste gate actuator (too see if the rod moves) with a bike pump and a needle used to fill basketballs (wrap some tape around the needle and force the vaccum lines on to it and pressurize various vac lines). Even a small leak here would not allow the wastegate to open. You can block off the vac line to the intake manifold with a pair of vise grips clamped tightly on the vac line.

Well on the vavle knob thingy it has an arrow that says fast and when i turn it that direction the vavle opens more so I was assuming that was increasing the boost. Anyways I have tried the valve all the way both directions and I the boost still rises until i stop it. Im gonna try what you said, but Im not positive where you want me to plug the pump into. Might take me a little to find the wastegate too. Sorry I forgot to mention....im a newbie and bought this car modded. The last car I owned was an ESi so Im kinda in the learning process of turbos. Anyways thanks for the help and keep it coming!
 
Well I pressurized the whole line just like you said and the actuator moved just like it's supposed to. So theres not a leak. Does anyone know anything else I could try at all? Oh and by the way I noticed the mbc seems like it kind of works if Im not flooring it. But as soon as I do the psi just shoots up to whatever. Could this just be some really bad creep?
 
man, im having the same damn problem with my evo big 16g.......ive tried everything as well as even doing the wastegate flap mod..but nope didnt help at all....ill let you know if i find the problem with mine
