Timing Belt problems ETC....PLEASE HELP

Here is the story. I have a 92 TSI. I had a problem with oil getting on the timing belt, so i replaced the CAM SEALS, but while doing this i had many problems. I took it all apart again and while doing so i found the following. The tensior rod was poped off of the tensioner and jammed (THANK GOD IT JAMMED AND DIDNT LOOSEN THE BELT) This is probably from when i did my rebuild i didnt have the rod in the notch. I also had to replace the cam seal so i started taking the cam sprokets off and they cam off hard. The first one came off but the second one the little dowel pin broke. AND HERE IS WHERE IT GOT UGLY. I took the cam out and swapped it with another one, BUT BOTH MY CAMS were marked different, Mine were A and the others were B. Since they looked the same i just took the B from the intake side on my other head and put it on the Intake side on my engine since the dowel broke on it. So now i have 1 A (exhaust) and 1 B (intake). And slapped it all back together PAYING ATTENTION TO ALL MARKS ON THE BALANCE SHAFT AND CAMS. Now when i rev the engine it seems to VIABRATE A LOT REALLY BAD. It is like a very hard and firm VIABRATION and sounds like it is coming from the timing side. The car runs fine and still pulls like it used to ,but it is NOT drivable. ANy rpm over 3k its like the motor is shaking apart. I am sure that the mark on the balance shaft is lined up along with the mark on the crank, and sprokets. ANYONE GOT ANY INFO ON WHY AFTER FIXING MY BELT THE ENGINE LIKE WHINNES AND VIABRATES SO MUCH.

I am no expert, but isnt it possible to have your balance shaft 180 degrees out of phase? There is a bolt that you can take off and stick a screw driver in to tell if your balance shafts are in phase or not. I bet someone with more knowledge can explain it.
 
Yes you balance shaft is probablyout of phase. Did you read the vfaq? Even though you have the mark lined up it still could be out of phase. You can either take the bolt out on the back of the block right below the intake manifold and stick a screwdriver in the hole.....if it goes all the way in then the balance shaft is in phase, if it only goes in like an inch it is out of phase. OR there is an easier way to do this. Rotate the oil pump sprocket until the timing mark is pointing straight up, and let it go. If the sprocket rotates towards the timing mark on the engine(clockwise) it is aligned correctly. If it rotates away (counterclockwise) spin the sprocket a full turn and test again, it should properly rotate towards the mark now. Then line the mark on the sprocket back up with th emark on the engine. This avoids having to remove the rear access bolt entirely.
