idle flunctuating!

i just recently installed a used ISC motor coming off of a 92 tsi awd a/t. once i started my car, it idled fine until two seconds later it slowly started to climb to 1500 rpm and flunctuating to 2000 rpm over and over. i tried adjusting my BISS screw but that didnt do me any good. my last ISC motor didnt do this, but it did flunctuate from 250-500 rpm for a second then would idle at 800 rpm and this would happen each morning i'd start up my car. I tested my old ISC and one of the coils were bad. the person that put on the ISC i purchased was too lazy to test the coils. so i guess tomorrow morning im gonna have to check out the one i just put in. maybe i got ripped off for $25 off dsmtrader, what a punk. i purchased a 1g bov and this crappy ISC motor from him for $50. maybe when i put on the bov it would also act up on me. oh well. any inputs on the idle flunctuating?
