wont boost makes weird noise

hello, When I start boosting my car will bog, It fells like when you blow a IC pipe off but it will actually run until you try to boost. but I know that isnt it becuase I have checked the IC, the pipes and the turbo. whenever you boost past 0 it will make this weird noise like when you drive through a puddle of water when its raining.its very very loud. I dunno where to begin I know its some kind of leak. any help would be appreciated. thanks

I checked for leaks and I do not have one. I cant figure this out. could I have a crappy BOV, right before I hit 0 on my boost gauge It makes a very very very loud swoosh. It so loud it could wake every neighbor on my block up.
