could a vacume leak cause my vacume at idle to be 8in/hg?

seems pretty low to me for a vacume leak. i searched around and the lowest anyone else said was like 11-12.

i am going to build a leak tester but i dont have the stuff here.

i am trying to figure out whether my boost guage is wrong or if i have a huge leak.
 
A vacuum leak could be so bad the gauge reads zero and the car doesn't start. Sounds like you have a pretty good leak, although with that little vacuum I would think having a leak would be obvious from the car idling rough.
