funky idle upon startup

Ok everytime i start my car i get this funky idle. The idle will jump up to 3000 rpms for about 30 seconds then gradually work its way down to 2000rpms. When this happens it goes down to 1.5k rpms then back up to 2k rpms. I checked the biss screw and it looked fine i am thinking a busted ICS. Can anybody help me?

Clean out the TB and make sure it's closing all the way, had a problem similar to yours and the slight opening caused the surge. Also take out the IAC Motor and check for carbon build up, maybe just needs to be cleaned out. How does the car eact when you throw ont he AC? If it goes up expect to pay a couple hundred for it, or check your local junkyard. Good Luck!!
