Cracked Turbine Wastegate housing?!? Help!

Hey guys, I bought this turbo from this guy for 100 bucks to replace my shot t25. The turbo has very minimal play and doesnt smoke... so he says. But he seems like a cool guy. He lives down my street. So I know where he lives. Anyway, I noticed that exhaust housing on the turbo has two cracks. I heard these are normal for 14b's with good miles on them.

I just wanted to ask, would these cracks hurt my performance...driveablity and smog issues? I have to smog my car soon. and I cant smog it with my buring oil t25.

Here are some pictures to show you the degree of the crack. Also, Could I use JB WELD to help seal the cracks???

-JB Weld won't last 1 minutes in there. those crack is nothing compare to my old 14B, you can talk to a muffler shop to see if they can weld it.
 
one of my 14bs was cracked to all hell. It boosted fine once the rpms got to about 4 grand. I actually kind of liked it, because having a fwd traction was an issue w/ the t-25 insta-spool, but w/ the cracked 14b, traction off the line was sooooo much better because the turbo didn't spool until I was laready moving. Sort of like a poor man's dual stage boost controller. Other than a slower spool time I don't think the crack w/ hurt performance. I replaced the housing on mine, and the overall perfromance is the same, but I'm now reaqcuainted to ms. wheelspin.
