Help! Boosting over 10 psi, Rich exhaust, Hesitation!

Okay, first I'll give a litte history of the car. It's a 91 Talon Tsi w/ 112,000 miles.
Within the last 1,000 miles I have:
-Replaced all belts excluding A/C
-Had head rebuilt including new cam seals, valve seals, exhaust valves and reground seats
-All new Intake, exhuast, head, and turbo gaskets
-Boost gauge
-Oil and fuel filters replaced
-Water pump replaced
-New ECU and thermostat
-A few other little things

Here's my problem, my car smokes in the exhaust ONLY when first started. The smoke is black colored. It hesitates slighty uder hard accleration and does not pull as hard as it did before replacing all the parts. I have Idle Surge, but it goes away after driving for a few minutes. The exhaust is also very rich smelling, VERY RICH smelling w/ a little hint of oil. The cabin also smells like exhaust after driving. I smell like a motocross racer all day after i drive my car for 10 minutes. Also my car is boosting above what it should. I have had it up to 14 psi on my VDO gauge, and I have no boost controller installed.
Also, my turbo has no shaft play and spins freely.

Any comments would be appreciated.
