O2 sensor effecting a/f gauge?

I bought the car with an already installed custom 3" turbo back. It doesn't have a cat or even a space for the cat cut in it. The guy who sold it to me said this would cause the check engine light to come on and off because it messed up the o2 sensor. Also, my a/f guage reads lean all the time, it has some movement during hard acceleration, but never goes above lean. I'm wondering if there is a connection? The car is a 95 AWD Talon.
Anyone got any ideas?

Have someone test the o2 sensor to see if it is functioning properly or not. Does the cel come on or did he just say it would? Gauges can go bad/be bad.

I don't think the sensor is hooked up at all...

Exactly my thoughts. If the Gauge never goes above the bottom green light it means it has 12V power but no O2 sensor signal. Check all your connections

I'm assuming the rear sensor near the cat because there is no cat.
